Scattered
Site Family Emergency Shelter
NSCAP's
Scattered Site Family Emergency Shelter program provides homeless
families with temporary shelter in apartments, which they
occupy until they find permanent housing. NSCAP leases apartments
in the Salem area, and pays the rent and utilities. Families
pay for phone service. Since 1994, NSCAP’s shelter program
has enabled nearly 200 families to obtain permanent, affordable
housing, thereby returning homeless children to the stability
of a secure, permanent home. This program is designed for
large families and those with, for example, health issues
that preclude them from residing in congregate shelters
.During
a family’s stay NSCAP provides:
• Food, clothing and (when moving out) furniture donation
referrals;
• housing search assistance (including transportation)
for families to find affordable, permanent housing;
• case management services to foster a healthy family
life;
• referrals to other agencies for education and job
training to help parents increase their incomes and move
toward self-sufficiency;
• assistance with budgeting in order to save; and
• mediation, paralegal assistance, and referrals for
one year to maintain permanent housing.
